NotesIn the aftermath of World War I the victorious powers met at Versailles to agree a peace treaty. European powers had vested interests at stake. France, in particular, had suffered much physical and psychological damage as a result of fighting on her soil. She was determined that Germany would pay for the damage (which explains why France is the nation to have Germany in a headlock!). Lloyd George recognised that Germany had to be punished, whilst recognising that gratuitously harsh treatment would damage trade and create long-term problems in Europe. The American president, Woodrow Wilson, was pivotal in the negotiations, supplying an objective viewpoint from a non-European perspective.
