Notes | 'Professor Geneva' is a reference to the League of Nations, whose declared aims were the discouragement of aggression, promotion of international cooperation and progressive disarmament to avoid future war. The League's Disarmament proposals had been under negotiation since 1925 although the formal Disarmament Conference did not begin until February 1932. The sticking point was the issue of German armaments (note how King Kong is wearing a German Imperial helmet!). Germany had been admitted to the League in 1926 but was still subject to the military restrictions imposed in 1919 by the Treaty of Versailles. The Disarmament Conference had to address the thorny issue of whether Germany should be allowed to re-arm to the levels of other nations - (i.e Britain and France), or whether other nations (i.e Britain and France) should disarm to the levels of Germany. France feared the former and Britain the latter, hence stalemate at the Conference. Germany, under the new Chancellorship of Adolf Hitler, threatened to leave the Conference. Further information: The Conference adjourned from June to October 1933, at which point Germany, already re-arming, refused even Britain's concessions and left the Conference. |
