Margaret Thatcher continued to advocate a boycott of the 1980 Moscow Olympic games. Cartoonist Nicholas Garland imagined her as a shot-putter, with the Home Secretary, Willie Whitelaw, as her trainer - as she memorably put it some years later, "every Prime Minister needs a Willie". Even Robert Runcie, the Archbishop of Canterbury, gave her his backing, saying that it was "an illusion to suppose that you can separate politics from sport", and three days later the House of Commons voted by a majority of 168 against British attendance. But athletes were given the choice of attending, and 219 of them chose to go. They staged a token boycott of the opening ceremony, and at medal ceremonies the Olympic flag was raised and the Olympic anthem played instead of the national anthem.
