Notes
Notes: By 1928 the League of Nations had failed to secure disarmament, despite the fact
that this had been a stated aim since the institution of the League after World War I and the
establishment of a preparatory commission on disarmament in 1925. The aim of this prepartory
commission was to determine what arms should be limited and how this could be achieved. It took
until 1931 to establish an actual draft for the establishment and discussion of the Disarmament
Conference itself, by which point the situation in Europe had changed significantly from the
position in 1919 after World War I.
